According to the Central Hydrometeorology Center, the eye of the Marinae storm - the eleventh to hit Vietnam this year - was on the East Sea 250 kilometers off the coast of Quang Ngai Province at 4:00am Monday.
It is moving in a southwestern direction at a speed of 20-25kph. It is forecast to reach central Quang Ngai and Phu Yen provinces with strong winds moving at 89 – 102 kph.
Rough seas may appear along the central coasts.
Southern Ho Chi Minh City, Dong Nai, and surrounding areas will see rain, weakened winds blowing at 39 – 61 kph and especially flood waters, said the weather forecast agency.
Provincial authorities are placed on alert status to organize urgent evacuation if the situation turns worse.
Schools in some districts of the central Ninh Thuan Province are closed Monday.
The storm is expected to enter Cambodia by 4:00am on November 3, said the weather forecast director Bui Minh Tang.
