New e-bid system begins rollout

The South Korean government on Friday began rolling out electronic bidding software for Vietnam to use to allocate contracts for government work.

The Ministry of Planning and Investment in Hanoi received the E-Procurement Pilot System as part of a US$3.37 million project funded by the Korea International Cooperation Agency.

The system will be used by the Hanoi People’s Committee, Electricity of Vietnam (EVN) and Vietnam Post and Telecommunications Group (VNPT) on a test basis until 2011.

In the second phase of the rollout, public administration agencies and state-owned businesses will begin using the system between 2011 and 2015. Eventually, the system will be used by all economic sectors.

The E-Procurement Pilot System is based on the South Korean government’s e-bidding system, according to Samsung SDS Company, the main project’s contractor.

The software means each bidder will register electronically on just one form for government tenders, rather than carry out a series of steps to submit bidding paperwork, Samsung said.

Ministry of Planning and Investment Auction Management Department Chief Dang Huy Dong said the automation of the bidding steps through the E-Procurement Pilot System will reduce costs, save time and help stamp out corruption.

In Vietnam, government contracts account for about 40 percent of gross domestic product (GDP), Dong said.
